Polemika: Sestřelení IL-20 – kdo nakonec nejvíc získá?

Od sestřelení IL-20 syrskou protileteckou obranou Rusko několikrát změnilo svá oficiální stanoviska, jedna věc ale zůstala od začátku stejná – slib posílení syrské protivzdušné obrany. Nyní věc nabírá konkrétnější obrysy.

Definováno bylo vybavení (S300), které sice nepatří k nejnovějším, ale i tak plní několikerý účel:

a) obranu syrského vzdušného prostoru (což je jaksi logická „defaultní“ funkce); tím pádem:

b) další splněný závazek vůči Sýrii a zajištění její bezpečnosti. Tím i určité možné zklidnění jejího vedení a případně i části generality, která je stále ještě zneklidněna rusko-tureckým dohodou ohledně Idlibu. Rusko již nyní ostatně signalizuje, že Idlib se ještě „bude řešit“ (tím spíš, pokud se ještě stran výše uvedené dohody nevyjádřily všechny tam přítomné frakce, podobně jako nebyla ani zdaleka naplněna podmínka stažení těžké techniky opozicí atp.)

c) další posílení ruské přítomnosti v Sýrii a/i celé oblasti (to je obhájitelný krok, který se pro Rusy navíc tak nějak logicky nabízí díky vzniklé situaci)

d) v neposlední řadě jde o cennou příležitost jak k meziřádkovému vzkazu Izraeli (zatímco USA a Evropani před tebou poklonkují, pro nás jsi uštěkaný pes, kterého je třeba jen držet na řetězu), tak k dosažení pozitivních rezonancí tohoto vzkazu i v táboře protiizraelském, (tedy hlavně v arabském světě, mezi Palestinci a v Íránu)

S300 je relativně široký pojem, nicméně z více indicií lze předpokládat, že půjde nikoli o jeden systém, ale o buď 3 – 5 ks, nebo nakonec opět žádný (což ovšem neznamená, že efekt vyslaného vzkazu a reakce na něj nebudou mít svou cenu). Pokud budou ve finále skutečně dodány, budou mít svá “základní” stanoviště na několika lokalitách na Pobřeží, dost možná na severu planiny Sahl al-Gháb a minimálně v jednom případně na jihu země (tj. v určité „rusko-technologické výspě“ poblíž izraelsko – jordánské hranice; v tomto případě s ještě zvýšenou možností mobility / přesunu, kterou ostatně již tak technické řešení – tj. umístění na korbu tahače – umožňuje). I v tomto případě se tak kromě obrany bude jednat o vzkaz, tím spíš, pokryjí-li dosahem daným systémů Rusové v podstatě celou „užitečnou“ Sýrii. K jejich rozmístění přitom dojde zcela logicky – tedy v návaznosti na objektivně se udavší incident – a tudíž i nerozporovatelně. S notnou dávkou cynismu se tak dá v zásadě říci, že to – kromě 15 vojáků – vlastně ani nijak „nebolelo“.

Shooting down of the IL-20 - who gains in the end?

Since the shooting of IL-20 by Syrian anti-aircraft defense, Russia has changed its official positions several times, but one thing has remained the same from the very start – the promise of strengthening Syrian air defense. Now the thing gets a more concrete shape.

The equipment was defined (it should be the S300 land-to-air defense system) and although it is not the most recent one it still fulfills several purposes:

a) the defense of Syrian airspace (which is a somewhat logically expected “default” function); thus:

b) a further fulfillment of the Russian commitment to Syria and its security. This, further on, as a possible appeasement of its leadership (and eventually even a part of generality) that is still disturbed by the Russian-Turkish agreement on Idlib. Russia is already indicating that Idlib is still “going to be dealt with” (much less if not all the factions have had their say yet on the above-mentioned agreement – similarly as haven´t  been met the condition of the withdrawal of heavy weaponry by the opposition, etc.)

c) a further strengthening of the Russian presence in Syria and / or in the whole region (this is a justifiable step which, in addition, somehow simply “offered itself” to the Russians due to the situation)

d) last but not least, it´s a valuable opportunity for the Russians to send a message to the Israelis (while the US and Europeans pamper you, for us you are just a barking dog that needs to be kept on a chain) and to have this message resonate positively in every anti-Israeli tuned (i.e. especially the Arab, Palestinian and Iranian) ear.

S300 is a relatively broad concept, however, it can be assumed that it will not be a single system, but either a) about 3 to 5 or b) finally none at all (which does not mean that the effect of the sent message and the response will not be worth it). However, if their delivery really happens, they will most likely have their bases at several locations on the Coast; quite possibly in the north of the Sahl al-Ghab plain; with at least one in the south of the country (most probably in what can be considered a certain Russian-technology “outpost” near the Israeli-Jordanian border). In this (latter) case with an increased mobility / relocation capability, which, in fact, is provided for by the S300 technical solution – i.e. its positioning on a trailer – itself). Even in this case, there will be a message (to accompany the basic defense role) – the more so if the reach of the given Russian systems will have already covered the whole of the “useful Syria”. Moreover, their deployment at this stage will be quite logical as it comes as a consequence of an “incident” (i.e. shooting down of the IL-20) that objectively happened, and as such is in principle undisputable. All in all (and with a significant dose of cynicism) it can be basically concluded that there is (again) a positive outcome for the Russians that – apart from the 15 killed soldiers – (again) came in quite “harmlessly”.
